Async Clipboard: Investigate potential to merge or extract common interfaces with ImageBitmapFactory

Issue description

ImageBitmapFactory has a similar interface and code when regarding decoding Blob->png, when compared to async clipboard, so investigate whether we can extract some common code and reduce duplicate code.
