Chrome for iOS won't scroll all the way down with onscreen-keyboard

Issue description

Chrome version: 71.0.3578.89
OS version: 12.x
Case#:17804916

Description:
There seems to be an issue with resizing Chrome interface for onscreen keyboard use. On some websites (dashboard.dittomusic.com as an example) you can't scroll to lower part of the page, which is covered with onscreen keyboard. It happens only before reboot, after reinstall/update.
So - 
If you remove Chrome and install it - issue is present.
If you reboot - issue is gone.
If you reinstall/update again - issue is back until reboot.


Steps to reproduce: 
1. Reinstall/update Chrome
2. Visit dashboard.dittomusic.com
3. Tap on username field to make onscreen keyboard appear
4. Try to scroll to the bottom of the page with keyboard still visible

Current Behavior / Reproduction: 
Lower parts of the page are not accessible

Expected Behavior: 
You could scroll to the bottom

Javier, do you think that this has to do with the keyboard adjustment stuff that you did when you were working on the passwords UI?  WKWebView/UIScrollView should automatically update the contentInset/contentOffset so that the focused element is visible.
I don't think so, that CL (crrev.com/c/1273041) got merged on Oct 19th, and I believe branch for 71 was on Oct 11th (https://chromiumdash.appspot.com/schedule). I can take a look on Monday to verify that.

I can confirm this is not related to those changes. I also checked out M70, and the issue is not there. Do you think it could be related to the fullscreen changes?
