The histograms, PartitionAlloc.CommittedSize and BlinkGC.CommittedSize, are measuring a range of 0-4095 in a linear histogram and thus having more than 4000 buckets.  This would be better served using an _exponential_ histogram coving the same range but with only 50 or 100 buckets, reducing both memory and bandwidth.
