Two histograms, Arc.OOMKills.Score and Arc.OOMKills.Count, explicitly set a very large number of buckets, effectively turning the exponential "counts" histogram into a linear one.  Could you change the number of buckets to be only 100 and rely on exponential bucket sizes?
