When the reboot_on_shutdown device policy setting is true, UI elements to power down the device will actually reboot it. However, the UI elements look the same.

* Power button in the quick settings menu still has the tooltip "Shut down" (IDS_ASH_SHELF_SHUTDOWN_BUTTON)
* Power button in the hardware power button menu still says "Power off" (IDS_ASH_POWER_BUTTON_MENU_POWER_OFF_BUTTON)
