Currently, if you retrigger the CQ (dry run or not) it only retries failed bots. All bots are retried only after 24 hours.
It would be useful for developers to have an option to force the retrigger of all CQ trybots (example: need to verify after merge or changes in dependencies).

This might not be that difficult to do after the CQ server with API is implemented.
