Goma failing w/ "reached max number of active fail fallbacks" on the CQ

Project Member Reported by bpastene@chromium.org, Dec 19

Status: Started (was: Untriaged)
Goma trooper doc say:

How to fix short term:
- Revert update of a common header file.
- Revert update of a compile option.
- Revert update of a compiler.

however, the conclusion in the chat is that it won't help

only chromium is affected http://shortn/_ZmcAJpyHpW
this might have the same root cause as bug 899828 (not merging because of priority diff)
the infra failure rate goes down http://shortn/_PHxIVhmWP3
looks like it was transient
Mergedinto: 899828
Status: Duplicate (was: Started)
it is back to normal
