Position absolute & border-radius

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
1. https://codepen.io/frlinw/pen/wRobdd
2. click on buttons

What is the expected behavior?
The absolute positionned ::after element shouldn't be visible outside of its relative parent (I consider 'outside' the blank space created by border-radius) 

What went wrong?
Sometimes (the issue is not consistent), the ::after element is visible outside of its parent

Did this work before? N/A 

Chrome version: 73.0.3645.0  Channel: stable
OS Version: 10.0

To see the black corners spill out of the rounded area 100% of time just don't move the mouse between clicks, and click every 2 seconds.
The bug is observed since Chrome 24 where border-radius clipping was first implemented via r160108,
specifically https://src.chromium.org/viewvc/blink?view=revision&revision=130355

Able to reproduce the issue on chrome reported version# 73.0.3645.0 and on stable# 71.0.3578.98 with URL provided in comment# 0 using Mac 10.12.6, Windows-10 and Linux 17.10. As this issue is seen from M-60(60.0.3112.0), hence considering this as Non-Regression and marking it as Untriaged.
