PIN confirmation page is missing a "back" button

Issue description

Chrome Version: 71.0.3578.94

What steps will reproduce the problem?
(1) On Chrome OS tablet (e.g., Dru), begin setup using non-managed account
(2) On the "Choose your PIN" screen, mistakenly enter wrong PIN and click "Next" button

What is the expected result?
(3) On the following "Type your PIN again" screen, user is able to go back to fix incorrect PIN

What happens instead?
(3) On the following "Type your PIN again" screen, user is unable to go back to fix incorrect PIN
