Keeps saying that the app is disabled

Steps to reproduce the problem:
1. enabled
2. Reenstalled
3. Repeated 1 & 2. Contact developer

What is the expected behavior?
Says disabled

What went wrong?
Same process

Did this work before? No 

Chrome version: 71.0.3578.98  Channel: beta
OS Version: 
Flash Version: 

If I've done something to disable this please send me steps to check and to enable process or if there is something I could send from my android like system, I will send but I need a step by step instructions I am not technology smart. Thank you
