Download location not prompted without SD card

Issue description

Steps to reproduce the problem:
1. Install Chromium v71 on Android phone without SD card present.
2. Make sure option for "Ask where to save files" is turned on in the downloads settings page.
3. Download any file by tapping on link or through context menu.

What is the expected behavior?
Download prompt appears with an editable file name and a download location selector.

What went wrong?
Download starts automatically without first asking user where to save file, even with the option turned on for "Ask where to save files" in the downloads settings page.

OS Version: 9.0

Download prompt appears if an SD card is present. When SD card is removed, no prompt appears and download starts automatically without asking user. On phones without SD card slots, this does not give user a chance to cancel downloads or rename files prior to download.
 
Bug may have something to do with a previous bug: https://bugs.chromium.org/p/chromium/issues/detail?id=792775

This occurs on both arm and arm64 devices running Android 9.0 Pie. Bug also occurs if the #enable-downloads-location-change flag is Enabled in chrome://flags.

Tested the issue in Android and able to reproduce the issue. 

Steps Followed:
1. Enabled Ask where to save files from download settings
2. Downloaded sample file and no name change prompt is seen

Chrome versions tested:
71.0.3578.101 , 73.0.3646.0

OS:
Android 9.0.0

Android Devices:
Pixel XL


Using the per-revision bisect providing the bisect results,
Good Build - 71.0.3578.18
Bad Build - 71.0.3578.20

This is expected behaivor if you don't have SD card.

Should we still show the prompt if the setting is explicitly set to show the prompt?
