When starting a Swarming task, create a temporary OS user and run the task process inside this user token.

This is a very hard handed solution, as creating a new user takes some amount of time, but likely the only definitive solution to work on macOS and Windows 7. I don't see needed on linux, since there are lighter weight solutions.
