Chrome + JAWS does not pick up <span lang="fr"> etc (IE11+JAWS does)

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:64.0) Gecko/20100101 Firefox/64.0

Example URL:
https://www.w3schools.com/tags/att_lang.asp

Steps to reproduce the problem:
1. Install and start up JAWS
2. Open a website with mixed-language content in IE11 and Chrome. https://www.w3schools.com/tags/att_lang.asp should be fine.
3. IE11 and JAWS will switch the read-aloud to the second language. Chrome and JAWS will not switch to the second language. For example, Chrome and JAWS will read any English-with-French content fully in English.

What is the expected behavior?
Given that we recommend Chrome for its accessibility, and a lot of our online languages courses have content that runs best using Chrome, it is disappointing that JAWS isn't able to pick up the secondary language mark-up in the same way it can from IE11.

This is of course assuming that the issue is with the Browser, rather than JAWS. It is assumed because the behaviour seems to be browser-dependent, when the browser is effectively the middleware.

What went wrong?
Secondary language mark-up does not seem to be detected for JAWS when Chrome is used.

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: Version 71.0.3578.98 (Official Build) (64-bit)  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 32.0 r0

Unable to reproduce the issue on reported chrome version 71.0.3578.98 using Windows 10. Attaching screen-cast for reference.
Steps: 
-----
1. Launched reported chrome and launched JAWS
2. Opened html file in the new tab on chrome and IE as per screen-cast 
As we have observed that the JWAS reads both the language

@Reporter: Request you to retry this issue with fresh profile without any extensions & apps or reset all the flags and let us know if issue still persists.
