Regression: Model field gets struck while opening the dropdown when 'Epson' as manufacturer

Chrome Version:72.0.3626.22/11316.29.0 dev channel Kip,Daisy,Reks
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign into user >> Open chrome://settings/cupsPrinters page >> Add Printer 
(2)Go to Select a printer manufacturer and model overlay
(3)Select 'Epson' as manufacturer >> now click at model field and observe(Please refer video)

Actual: Model field gets struck while opening the dropdown when 'Epson' as manufacturer 
Expected: Model field dropdown should open smooth when 'Epson' as manufacturer 

This is a Regression issue as same works fine in M68

Good:68.0.3440.134/10718.106.0 
Bad: 69.0.3497.128/10895.94.0

Issue is also seen in M70,M71

I tested this on a reks device running M73 and I can't seem to reproduce the bug.

Able to reproduce the issue in Reks device checked on latest M73 -73.0.3669.0/11590.0.0 dev
