Files downloaded with Chrome don't show in the MediaStore

Issue description
UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.80 Safari/537.36
Platform: 10895.78.0 (Official Build) stable-channel cyan
Steps to reproduce the problem:
1. Download via the Chrome browser a file which is either a document (.doc, .docx ...) or an archive (.zip, .rar ...)
2. Run a media store query, like :
Cursor c = getContentResolver().query(MediaStore.Files.getContentUri("external"),null,null,null,null);
3. By printing each element of the cursor, you will observe that an element for the document / archive has not been added to the table
What is the expected behavior?
An element in the media store table describing the document / archive file
What went wrong?
An element for the document / archive has not been added to the table
