Move SigninManager instance management to IdentityServicesProvider

A follow-up to a comment on https://crrev.com/c/1380051.

https://crrev.com/c/1376749 and https://crrev.com/c/1380051 moved AccountTrackerService and OAuth2TokenService instance getters to IdentityServicesProvider. For the sake of consistency, we should convert SigninManager to use the same approach.
