ctrl+cmd+down cause beep alert on input

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
On input text, textarea, contenteditable dom, or even address bar, use keyboard press ctrl+cmd+↓ , system will make a sound(beep).

What is the expected behavior?
Don't make beep alert.

What went wrong?
ctrl+cmd+↓  is usually as a keyboard shortcut for moving line down, e.g. sublime text and atom editor. And other similar usage for using JavaScript to implement keyboard shortcuts.

In contrast to ctrl+cmd+↓, ctrl+cmd+↑ doesn't cause a beep sound.

Tried testing the issue on reported chrome version #71.0.3578.98 using Mac OS 10.13.6 by following below steps.

Steps:
=====
1.Launched chrome.
2.Typed facebook in the address bar.
3.When used ctrl+cmd+↓ keys, observed that the focus moved down to the suggestions and unable to observe any beep alert.
Note:Tried ctrl+cmd+↑ unable to observe beep sound

The sound is from 'System Preferences' -> 'Sound' -> 'Sound Effects'. On any input text press ctrl+cmd+↓ will alert this system sound.

When input cursor is focus on <input type="text">, <textarea>, <div contenteditable="true"></div>, browser address bar or any fields that can input by keyboard.

Able to reproduce the issue on reported chrome version #71.0.3578.98 and latest chrome #73.0.3665.0 using Mac OS 10.13.6 by following steps as per comment#0 and comment#3.
Note: Issue is specific to Mac.

The behaviour is observed from M-60(#60.0.3112.113), considering it as non-regression hence marking it as untriaged and requesting someone from the dev team to look into the issue.
Note: In chrome version #60.0.3112.113, for ctrl+cmd+↑ also cause beep alert.

It seems this macOS's system setting.
