Chrome FR: Prevent users from signing out of Chrome when browser is closed

Issue description

Summary:
- Session Length signing users out of Chrome browser with Okta as IdP
- Chrome browser shows sync shows up as "Paused" if session length is enabled when it expired. Even after re-authenticating with the IDP, Chrome still shows as signed out, and requires a re-authentication with the Google account.
- Session control is set as “Session Never Expires”

Use case / Motivation:
- This will prevent the users from constantly re-signing in on the Chrome browser every time the browser is stopped/closed or session is expired
- With this, admins or users don’t have to manually add as allowed URL “accounts.google.com” on [chrome://settings/contents/cookies]

Existing workarounds:
1. add the “accounts.google.com” on [chrome://settings/contents/cookies]
2. re-launch the Chrome browser
