Chrome Version: 73.0.3644.0 (Official Build) Revision fe72396229ba179b91d835591ff0cffb311d8076-refs/branch-heads/3644@{#1} (32/64-bit)
OS: Windows(7,8,8.1,10) & Mac(10.13.1, 10.13.6, 10.14.2) .
What steps will reproduce the problem?
1. Launch Chrome and navigate to chrome://settings/appearance
2. Enable the Show home toggle button to appear it beside the omnibox.
3. Now hover the mouse pointer on home icon and observe the grey focus highlight.
Actual: Grey focus highlight appears to be chopped on Home icon.
Expected: Grey focus highlight should seen properly on Home icon.
This is a regression issue, broken in M-73 series, below is manual regression range:
Good Build: 73.0.3643.0 (Revision: 617033)
Bad Build: 73.0.3644.0 (Revision: 617389)

@dfried: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.
NOTE:
1. Provided suspect through 'Chromium bisect' script because unable to perform bisect using 'per-revision' bisect script.
2. Tried performing 'per revision' bisect on multiple Windows and Mac machines but unable to perform the same since getting "Error running the gsutil command: AccessDeniedException" error.
3. This issue is only reproducible for first instance.
4. This issue is not seen on Linux(14.04 LTS) OS.
