Regression: Focus stays in omnibox even after Microphone overlay gets closed

Chrome version: 73.0.3644.0 (Official Build) Revision fe72396229ba179b91d835591ff0cffb311d8076-refs/branch-heads/3644@{#1} (32/64 bit)
OS: Windows (7, 8, 8.1, 10),Linux (14.04 LTS)  

What steps will reproduce the problem?
(1) Launch chrome, open NTP then click on 'Search by voice' icon and click on Allow button.
(2) Now click on Microphone icon in omnibox (Microphone overlay is open) and resize browser window.
(3) Observe focus in omnibox.

Actual: 1.Focus stays in omnibox even after Microphone overlay gets closed.
        2.Nothing happened after hitting Enter or Spacebar as focus is seen on omnibox.

Expected: Focus should not stays in omnibox after overlay gets closed.

This is a regression issue, broken in 'M73', will soon update the other info:
