Regression: Unwanted Glimpse of text is seen after refreshing the chrome://settings/payments page

Chrome version: 73.0.3644.0 (Official Build) Revision fe72396229ba179b91d835591ff0cffb311d8076-refs/branch-heads/3644@{#1} (32/64 bit)

OS: Windows (7, 8, 8.1, 10), Mac (10.13.1, 10.13.6, 10.14.3) and Linux (14.04 LTS)

What steps will reproduce the problem?
(1) Launch chrome and navigate to chrome://settings/payments page.
(2) Now click on 'Refresh' button and Observe.

Actual Result: Unwanted Glimpse of text is seen after refreshing the chrome://settings/payments page.

Expected Result: No Glimpse of text should be seen after refreshing the chrome://settings/payments page.

This is a regression issue broken in ‘M-73’, below is the Manual Regression range and will soon update the bisect info:
Good build: 73.0.3635.0 (Revision: 614987)
Bad build:  73.0.3636.0 (Revision: 615028)

Update:

[Unable to provide bisect using 1) Per-revision script as Traceback error message is thrown and
				2) Chromium bisect script as "File is not a zip file" error is thrown.
Hence, providing suspect manually.]

This isn't really a bug caused by my CL. It is just revealed by my CL, since it makes showing the subpage faster (no more animations).

The page is asynchronously fetching some data, which results in the observed flicker (happens in other pages as well).

This isn't really a bug caused by my CL. The page is asynchronously fetching some data after it is displayed, which results in the observed behavior.

My CL made showing of the subpage faster, which just reveals what was already happening.
