File transfer not resumed after no service.

Example URL:
http://ipv4.download.thinkbroadband.com/1GB.zip

Steps to reproduce the problem:
1. Start download file
2. Go to no service area
3. Wait 5 min
4. Leave no service area
5. DUT register to the network
6. Transfer file is not resumed 

What is the expected behavior?
The download should resume automatically.

What went wrong?
The download is paused after returning to network area.

@ jagdish.c: Seems like you are using older version of chrome, could you please check on latest build #71.0.3578.99	and report back the behavior. Please provide device details on which this issue is seen.
