Steps to reproduce the problem:
1. Install the attached extension
2. Click the extension's toolbar button to open its popup

What is the expected behavior?
The popup has been intentionally made quite large in its width, but not in its height. So it should be only about a line high.

What went wrong?
The popup is a lot higher than needed.
