We currently create shortcuts in "Chrome Apps". To be proper first-class citizens, we should put shortcuts directly in the top-level menu (Start Menu, Applications, etc).

Considerations:
- Should make sure this doesn't create a bazillion shortcuts when syncing. (When we sync grey "not installed" apps, they shouldn't create shortcuts.)
- Only do this for stable channel (other channels should still go into the folder).
