Shelf should be slightly opaque when homecher is shown

Issue description

When homecher is shown, the shelf is completely translucent, there should be a slight opacity.

We should be careful not to regress performance when re introducing this new layer. I believe it was removed to help improve performance.

I'm not quite sure I follow. Here is a screenshot with the shelf and homecher. The shelf is definitely not completely translucent. Can you clarify? Do you see this happen on a specific device, or set of conditions? :-)

(Also double checked without background blur for good measure, things look great there too)
Maybe you meant "fullscreen launcher" instead of "homecher" (which if I understand correctly, is the name of the fullscreen launcher in tablet mode, as it is becoming the "home" screen)? In that case this is a duplicate of bug 899289
