Add monitoring for Tricium

Things we probably want to monitor:

Standard AppEngine alerts
 - 400s > 50% of requests
 - 500s > 20% of requests
 - 500 rate
 - Latency

Tricium-specific 
 - Rate of Tricium runs with FAILURE result
 - ?

go/luci-alerts has a function that enables "standard alerts" by one func call. It has some defaults.
