huge spew of "cannot fetch icon" from arc_app_list_prefs.cc

The log goes on for hours with messages like these, about one cycle per second.

probably something is crashing repeatedly and frequently.  I don't know if the "avc: denied" is a problem, but I don't think it's the root cause.

 
I looked at the logs and it looks like the arc app launcher is crashing
