ChromeVox reads display: none and visibility: hidden content

Chrome Version       : 71.0.3578.98

What steps will reproduce the problem?
(1) Activate ChromeVox
(2) Click the THREE tab in the Dynamic Height box
(3) Press ChromeVox + Down

What is the expected result?
ChromeVox highlights and reads the Tab Three content.

What happens instead?
The Tab One content, not visible but positioned to the left, is highlighted and read. The content is visibility: hidden in this example but it happens throughout my own app with display: none as well.

Status: Untriaged (was: Unconfirmed)
Able to reproduce the issue on reported chrome version # 71.0.3578.98 also on latest chrome # 73.0.3646.0 using Mac os 10.14.1, Ubuntu 17.10 and Windows 10. 
Same behavior is seen on M60(60.0.3072.0) hence considering it as non-regression and marking it as Untriaged.
