After setting up Crostini, Terminal icon isn't in launcher

Repro steps:
1. Set up Crostini
2. Close terminal window
3. Try to find terminal app again via launcher/search

Expected: Terminal app can be found
Actual: Terminal app is missing. Restart is needed

Feedback report says this was after enterprise policy allowed setup. I'm not sure how all of that is hooked in but if the values can change live then possibly settings gets updated but the launcher doesn't.
