Issue descriptionThe new design changes requires the oobe_config service to connect to the desired network through shill (by sending a dbus) before passing the config.json to the Chrome. ATM, oobe_config_restore does not do that. This change is needed in order to get the network connected for USB enrollment.

Probably not because the feature has already been landed and is not part of the UI I believe which I think the code Mauve was for!!?
