Equality comparison for Request/ResponseCookieModification ignores type

NullableEquals (or the operator== in the new versions of the code) for RequestCookieModification and ResponseCookieModification only checks the |filter| and |modification| fields of those structs, but ignores the |type| field.

Why? Is this a bug? That's rather weird.

In addition, FilterResponseCookie::operator== ignores comparing the base class's fields as well. That's very concerning.
