Chrome for Android - Using "simplified view" makes the share menu disappear

Issue description

Device name: Samsung Galaxy S9

From "Settings > About Chrome"
Application version: Chrome for Android 70.0.3538.110
Operating system: Android O

URLs (if applicable): Any that supports "Simplified view"

Steps to reproduce:
(1) Navigate to page
(2) Enable "Simplified view"
(3) Open three dot menu

Expected result:
Being able to press "Share..." 

Actual result:
Only menu items "Find in page" and "Appearance" are available

Tested the issue in Android and able to reproduce the issue. 

Steps Followed:
1. Enabled Simplified view from accessibility settings
2. Navigated to wikipedia.org, selected simplified view
3. It opened in CCT, on clicking 3 dot menu Appearance and Find in page are only seen. 

Chrome versions tested:
70.0.3538.110

OS:
Android 8.0.0

Android Devices:
Samsung S9

Using the per-revision bisect providing the bisect results,
Good Build - 70.0.3522.0
Bad Build - 70.0.3523.0 

NOTE: From 70.0.3523.0 simplified view is opened in CCT.
