The old build waterfall could take a reload=N parameter (N in seconds).  The new CI interface to the CQ and annotator apparently can't.  Sheriffs must manually refresh the pages to notice problems.

Add auto-refresh support back to these screens, so that sheriffs are more likely to notice quickly when failures appear.
