chrome seems to be inconsistent with itself about font sizes

Issue description

I've been seeing this periodically in the last few versions of Chrome on my Samsung Chromebook Plus (kevin).

There seem to be cases where Chrome isn't terribly consistent about the font width of things.  I've noticed:

1. In text boxes things will jump around a litte bit.

2. Links and normal text will be inconsistent and jumble atop each otehr.

3. When highlighting text sometimes it will jump.


The issues happen mostly on issuetracker.google.com.  See issuetracker.google.com/120588660 for one example.  I've attached a small screenshot from #2, which seems very easy to repro.  If you double-click the text near the glitch then the whole text will re-layout leaving a few turds behind.


NOTE: it's likely important to point out that my kevin is at 1500x1000 screen resolution since that is not 2:1 nor 1:1.

this is not a canvas issue.
I can't repro on my Linux, so leaving it back to untriaged.

OP: thanks for the report, could you please confirm that you tried this without any extension enabled? (incognito mode, for example)

Yes, I just managed to reproduce this on incognito mode.  For reference I'm currently on:

Google_Kevin.8785.264.0
11151.59.0 (Official Build) beta-channel kevin

dianders@ can you reproduce this on any other devices, for example by playing with the zoom factor?
