Event.Latency.ScrollUpdate.Wheel.TimeToScrollUpdateSwapBegin4 99th percentile regressed by 45% on M73

The regression is visible on Canary:

Event.Latency.ScrollUpdate.Wheel.BrowserNotifiedToBeforeGpuSwap2 is the regressed sub-metric.

Keeping it as P3 since the regression is not seen on Windows or ChromeOS.

sadrul@ are you aware of any Mac only changes that might affect Event.Latency.ScrollUpdate.Wheel.BrowserNotifiedToBeforeGpuSwap2?
