Merge to M72: Missing send time info can cause large backoff in bandwidth estimate

Issue description

This is a merge request for https://webrtc-review.googlesource.com/c/src/+/114165
 which fixes the main problem in https://bugs.chromium.org/p/chromium/issues/detail?id=906027, https://bugs.chromium.org/p/webrtc/issues/detail?id=10125
where adding 6 WebRTC transceivers cause the bandwidth estimate to drop and get stuck at the minimum.

This work around was landed December 14 and has made it to canary, I've also verified that the sample page in https://bugs.chromium.org/p/chromium/issues/detail?id=906027 works with more than 6 transceivers on tip-of-tree Chromium.
