Cannot Authenticate with Corporate Outlook Web Access Server in ChromeOS 71

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 11151.61.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36
Platform: 11151.61.0 (Official Build) stable-channel eve

Steps to reproduce the problem:
1. Visit my corporate OWA site (mymail.qualcomm.com)
2. Login with my credentials
3. Receive "Your user name or password was incorrect. Please try again." every time

What is the expected behavior?
Should login correctly as in ChromeOS 70 and previous.  This first started happening in the ChromeOS beta and dev channels (with version 71 and 72), and unfortunately, it has now propagated back to stable.  Seems clearly to be a problem with some browser change in version 71.  No issues with this page using Android Chrome Beta browser on same Pixelbook or with Firefox Android app or Firefox ESR under Linux on the same system.

What went wrong?
Browser on Chrome OS Versions > 70 fail with "Your user name or password was incorrect. Please try again."

Does it occur on multiple sites: N/A

Is it a problem with a plugin? No 

Did this work before? Yes ChromeOS Version 70 (stable channel prior to 2018.12.17 update)

Does this work in other browsers? Yes

Chrome version: 71.0.3578.98  Channel: stable
OS Version: 11151.61.0
Flash Version: Google_Eve.9584.174.0

Specific to Chrome OS Version 71+.  I tried extensively clearing all cookies, clearing all Chrome state, removing all plugins, etc., with no success.  Doesn't seem to be a Chrome browser issue because works with other Chrome platforms with Chrome version > 70, including Android Chrome Beta App on same system.

I have also reproduced this on a Toshiba Chromebook 2 on dev channel.

Workaround:  Switch to Chrome mobile site view (CTRL-SHIFT-I, mobile view); authenticate; switch back to desktop site view.  Definitely a generic issue with Chrome OS versions 71.xxx and above.

Same workaround works for Pixelbook and Chromebook 2 (switch to Chrome dev mode, mobile view, authenticate, switch back to desktop view).
