Xbox One controller not detected by Google Chrome on Android

Issue descriptionSteps to reproduce the problem: 1. Connect an Xbox One controller to the phone via bluetooth 2. Go to html5gamepadtester.com 3. Click some buttons What is the expected behavior? The gamepad should be displayed in the list What went wrong? The gamepad is not displayed in the list Did this work before? N/A Does this work in other browsers? Yes Chrome version: 71.0.3578.98 Channel: n/a OS Version: 9 Flash Version: Phone Model: Google Pixel 3 I also tested this on Chrome on OSX as well as Firefox on Android, and it works fine on both of those platforms. I also tested on a Galaxy Note 3 and it still wasn't detected. I also tested this with a small html & javascript page served up via NodeJS express and available over ngrok, using `window.addEventListener("gamepadconnected", ...)` and `navigator.getGamepads()` as my test, but that isn't recognizing it either. This seems to be a bug that is isolated to Google Chrome on Android, possibly specifically with the Xbox One controller. I don't own another controller, or I'd have tested that too.
