What steps will reproduce the problem?
1. Launch chrome, navigate to above test URL and play the video present on the page in 'Picture-in-Picture' mode.
2. Now minimize the main browser window.
3. Now click on the 'Back to tab' button on the PiP window and observe. 

Actual Result   : Browser turns unresponsive after trying to restore pip window back to main window . 
Expected Result : Browser should not turn unresponsive on restoring pip window.

This is a regression issue broken in ‘M-73’ and below is the chromium bisect information:
Good Build : 73.0.3643.0 (Revision : 617033)
Bad Build  : 73.0.3644.0 (Revision : 617389)

You are probably looking for a change made after 617384 (known good), but no later than 617385 (first known bad).
