Non-Regression : 'Close' tool tip is seen missing on hovering mouse pointer on 'Close' icon In Open With overlay of FilesApp

Chrome Version: 72.0.3626.22/11316.29.0 dev channel Kip,Daisy and Reks
OS: Chrome

Pre-condition : Install 'Google Keep' App

What steps will reproduce the problem?
1)Sign into User -> press 'Ctrl+F5(Overview Mode Button)' for screenshot -> go to Files App-> Right click for context menu
(2)Now select 'Open with...' option -> In Open With overlay hover mouse pointer on 'Close' icon and observe for 'Close' tool tip
(Please refer Video)

Expected:  'Close' tool tip should be seen on hovering mouse pointer on  'Close' icon 
Actual: Instead no tool tip is seen 

This is Non-Regression Issue seen from M-62

Hovering of the "X" of any browser window does not offer a tooltip either - i think the meaning if fairly ubiquitous. cr-dialog does not support them in any case.

I'll mark as closed as the action of clicking on the button behaves as a user would expect.
