Regression : Unnecessary person name gets highlighted in 'Add Person' overlay.

Issue description

Chrome Version: 73.0.3642.0 (Official Build) Revision e581247c6782059ec062f68e412a3628ccdf8821-refs/branch-heads/3642@{#1}(32/64-bit)
OS: Windows(7,8,8.1,10), Mac(10.13.1, 10.13.6, 10.14.3) and Linux(14.04 LTs).

Steps to reproduce:
1.Launch chrome and click on avatar icon near omnibox.
2.Now click on 'Manage People'  and then click on 'Add Person' button to open overlay and observe the person name text field.

Actual Result: Unnecessary person name gets highlighted after clicking on 'Add Person' button
Expected Result: Person name shouldn't get highlighted after clicking on 'Add Person' button instead only text caret should be seen.

This is a regression issue broken in ‘M-71’ and below is the bisect info:
Good Build :71.0.3549.0 (Revision : 590120)
Bad Build  :71.0.3550.0 (Revision : 590498)

You are probably looking for a change made after 590356 (known good), but no later than 590357 (first known bad).

This appears WAI. Only mouse focus (i.e. clicking on a text field) is expected to result in a carat. Tab focus or programmatic focus selects the field.
