Non-Regression: hand pointer stay is seen on continuous deletion of all added words in chrome://settings/editDictionary

What steps will reproduce the problem?
(1)Sign into user >>Open chrome://settings/editDictionary
(2)Add some 10 words >> Keep mouse pointer on 'X' button and click continuously to remove the words and observe after deleting all words hand pointer stays(Please refer video)

Actual: After deleting all added words, hand pointer stay until we move it
Expected: Hand pointer should change automatically to arrow pointer once we deleted the words

This is a Non-Regression issue seen from M62

This seems like it could be a Blink issue. Slightly moving the cursor update it to the correct one (arrow instead of hand).
