Headless Download in Chrome not working 73.0.3639.1 and chrome driver 2.45.615291

Steps to reproduce the problem:

What is the expected behavior?
It should download the files instead of saving it in headless mode

What went wrong?
It is not downloading the files in headless mode

Did this work before? N/A 

Chrome version: 73.0.3639.1  Channel: dev
OS Version: 10.0
Flash Version: 

Please Help...I want this as soon as possible
