OS: Windows(7,8,8.1,10), Mac(10.13.1, 10.13.6, 10.14.2), Linux(14.04 LTS).

What steps will reproduce the problem?
(1) Launch chrome, Open Cast overlay using wrench menu.
(2) Click on Cast To option then press Tab key upto focus reaches to Cast Tab option
(3) Now press down arrow key to shift the focus and observe.

Actual: Unable to shift focus using down arrow key on Cast overlay.

Expected: Should be able to shift focus using down arrow key on Cast overlay.

This is  a regression issue, broken in 'M70', below is bisect info:

You are probably looking for a change made after 581098 (known good), but no later than 581104 (first known bad).
