Regression: Scroll-bar behavior issue is observed on chrome://settings page.

Issue description

Chrome Version: 73.0.3642.0 (Official Build) Revision	e581247c6782059ec062f68e412a3628ccdf8821-refs/branch-heads/3642@{#1} (32/64-bit)
OS: Windows(7,8,8.1,10), Mac(10.13.1, 10.13.6, 10.14.2) & Linux(14.04 LTS).

What steps will reproduce the problem?
1. Launch Chrome and navigate to chrome://settings/search page.
2. Click on 'Manage search engine' and then reload the opened 'Manage search engines' sub-page.
3. Now click on back button on 'Manage search engines' sub-page and observe.

Actual: On clicking back button, it doesn't navigate to chrome://settings/search page i.e. it doesn't preserve their last position.
Expected: On clicking back button, it should navigate to chrome://settings/search page.

This is a regression issue, broken in M-73 series, below is manual regression range:

Good build: 73.0.3635.0 (Revision: 614987) 
Bad build: 73.0.3636.0 (Revision: 615028)

@dpapad: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

NOTE:
1. Provided suspect through 'Chromium bisect' script because unable to perform bisect using 'per-revision' bisect script.
2. Tried performing 'per revision' bisect on multiple Windows and Mac machines but unable to perform the same since getting "Error running the gsutil command: AccessDeniedException" error.
3. This issue is also reproducible on Dev #73.0.3639.1 & Canary #73.0.3643.0
4. After clicking on back button on 'Manage search engines' sub-page, it doesn't preserve their last position i.e. 'Search engine' tiles should be seen after clicking on back button.
5. This issue is reproducible for all the sub-pages on chrome://settings page.

Have you tried this on Chrome stable? The same behavior as the "actual" happens. What is shown in "expected" was never launched. In other words, "expected" is the non-desired behavior.
With response to comment #1:

Tested this issue on Windows-7 machine using Stable build #71.0.3578.98 (Official Build). This issue is not reproducible on Stable i.e. after reloading the 'Manage search engines' sub-page, if we click on back button (beside 'Manage search engines' text) then observed that vertical scroll-bar position appears beside 'Search engine' tile.

Whereas after performing the same steps in latest available Canary #73.0.3644.0 observed that after reloading the 'Manage search engines' sub-page and clicking on back button, the vertical scroll-bar position appears at the top of the chrome://settings page i.e. beside 'People' tile (instead of being beside 'Search engine' tile)
