Dynamic Type: Limit the height of the infobars and make it scrollable

When displaying an infobar with large font on small devices, part of the infobar isn't readable.
The infobar content should be scrollable in that case. The top of the infobar should be visible (especially considering that it has the close button).

Assigning to sczs@ as you are working on infobars.

Infobars are not using autolayout and their size is being calculated manually. 

Doing this for the current Infobars would basically mean re-writing them all from scratch. This would be too much duplicate work considering that we are in the process of creating new ones.

I'll leave this open as a tracking bug in case we stop developing the new Infobars.

Moving to P3 as the infobars will get deprecated.
