Credit Card save dialog: NVDA screen reader reading table indices for table that shouldn't exist

Issue description

Windows 10
72.0.3626.17 (Official Build) beta (64-bit) (cohort: Beta)
JAWS 2018.1811.2 ILM
NVDA 2018.4.0

Steps:
# Launch NVDA screen reader
# Use a webpage to launch the credit card save dialog, I used https://dump-truck.appspot.com/usecase-address_and_cc_on_same_page/address_and_cc.html 
# Fill fields with any values and submit and launch dialog, I found this while testing bug 906789 so it also had the expiration date field for M72 behind a flag.

# Navigate across dialog with NVDA screen reader

Expected: there is no table inside the dialog, expiration date fields or any other fields do not list indices 

Actual: when navigating across the dialog, NVDA would read table indicies like "Expiration date  row 1  column 1" 

Does not repro with JAWS screen reader, it does not read any indices.
