cros-disks: Allow archives to be mounted from ~/MyFiles

The user Downloads directory is being moved to ~/MyFiles/Downloads,
and additional user directories will be available under MyFiles.

BUG= chromium:915985 
TEST=Run unit tests, platform_CrosDisks* auto tests, and manually on
     chell.
