Currently (~M72) IntentPickerController is in charge of deciding the lifecycle of Intent Picker UI, it basically boils down to get rid of the icon on the omnibox if the user switch tabs, which its a pretty weird behavior.

We chated offline about potentially:
- Put all the app-querying code on IntentPickerController (currently hosted in ArcNavigationThrottle, which is not a throttle anymore 
crbug.com/915852)
- Extend the icon lifecycle by not killing the icon every time we switch tabs.
