Add caBLE service UUID to Windows advertisement

Issue description

Right now Windows advertisement contains only the manufacturer data which will host the EID. 

On iOS we need a service UUID as the scanning filter, otherwise we need to inspect every advertisement which is less efficient than the scanning filter.
